Sir, in the wake of public apprehensions that The Azmal Kasab's case is likely to go the way of the Afzal Guru case. The congress party has come out with a statement that the two cases are different and that the Home Ministry is trying to expedite all pending mercy petitions. This is clear proof that the administration is functioning as per the diktats of the ruling party rather than in accordance with the constitution
